Try turning developer option off completely that way we know no issues there, then if still issue and you tried safe mode and didn't happen, most likely a app or application you downloaded.B.diddy told me to try safe mode it work but after switching back the problem persist.
If it doesn't happen in Safe Mode, then that suggests that something you installed is causing the apps to get killed. Do you have any "RAM booster" or "phone cleaner" apps installed? Also any 3rd party file manager apps?
