how to make Apps coming to the foreground

[Android Central Question]

I just got a Note 20 ultra, my apps don't pop up/come to the foreground. Let me explain
When someone is calling me on whatsapp it rings but does not "pop" up I have to go into the notifications and open the app, or I have Timely alarm clock when my alarm is sounding it does not pop up I have to go to the notification to turn off the alarm.
I hope I explained the problem adequately, thanks for your time.

You can press those apps >tap info>notification and tap each category there to take you to their sub menu and toggle pop up
