How to make the 3 buttons at the bottom light up?

I understand there's a light sensor that's supposed to trip them on in low light, but I have to turn off all the lights for this to work. The result is that for most of the day they don't light up and I can only see them at midday, not in the afternoon or evening. I have to guess where they are.

Any way to fix this, setting, etc? My phone is not rooted in any way.

What I do to trigger it is to put my hand over the sensor.

There is no setting I've found to adjust that.
