How to prevent any system and app update..?

I may be using my N7 on an overseas trip using a local 4G MiFi unit (or a U.S. one, perhaps??), with a limited data allowance.

How do I set my N7 to not get into any updated mode for system, apps, but keep the normal app data flowing?

App updates can be changed in Play store settings. So, open Play, tap the menu button on the upper left (or swipe from the left), click settings, and auto update options should be in there.
As for a system update, You can delay it, but I can't remember how long it delays and how many times it will allow you to delay before auto loading. I think the next update will probably be L anyway, which won't be announced for a couple weeks yet, and rolled out soon after.

I missed the fact you were using a 2012. I was more trying to point out that I don't think you will have to really worry about system updates for a while.
