How to reset location settings

Hi.
When I go to settings/locations/mode, there are 3 choices.
High accuracy/power saving/GPS only.
I tried using high but then a pop up for Google to collect info comes up and when I decline this my settings go back to GPS only.
Is there a way to activate high without Google collecting more info, etc?

What are others using?

apparently there isn't.

Either we allow Google to know the brand of our underwear, or we can't use the phone in high accuracy mode w/o their consent.

I view it as an intrusion on my privacy.
