How to solve "Process system isn't responding" error?

[AC Question]

Acer Iconia One tablet with Android 6.0
After start up, I get error message "process system isn't responding. Do you want to close it? Wait or OK"
It only happens sometimes. It seems that when it does happen my Google shortcut bar doesn't work and some apps won't load.
I have started in safe mode and cleared the cache but it still happens.

What is "Process system"?
Is it connected to hardware or Software?
Is factory reset my only choice in a possible fix?
