How to start a disabled print spooler system app

I can't print from my Samsung Galaxy s7 because it won't connect to my HP Officejet Pro 8620 printer. It did at one time, but hasn't worked for the last 9 months. I am thinking it might be due to the fact that I disabled the Print Spooler System App last spring when I was trying to find a solution to the problem.
I have read that you can start it again by following some steps under Services, but I don't understand where to access it. I have gone into Developer Mode and looked under Running Services, but the Print Spooler can't be enabled at that site. Please help!

If you open settings.... Apps.... Find the print spooler app and you should enable it from there usually. It may be hidden in the system apps... Once you open apps, tap the three dots in top right corner for that option...
You may be a HP plugin which will be on play store...
