How to stop Galaxy watch4 Bluetooth from turning itself on?

[Android Central Question]

I turn off watch Bluetooth. I turn my headphones on and watch Bluetooth turns itself on and pairs with my headphones, which I didn't want. If I wanted Bluetooth on, I would turn it on. How do I stop the watch from overriding my actions and deciding for itself what I want?
