how to stop pop up notifications?

I am using s6 edge plus. Every 10 or 5 minutes i get a pop up notification says"failed to load, please try again later". I checked all my apps if there is something loading,but I didn't find anything loading. I don't get this when I open a specific app. At any app it pops up. PLEASE HELPP IT IS VERY ANNOYING!!

Try clearing your cached data in Settings, Storage.

If no go, try a Cache Partition wipe.

If still no go, tell us.

Is there way to bring up Samsung Log Files or Logging? At least then I can see which app is giving the warning.

BTW, I always run my phone at Mid-power setting. I changed to High or normal power setting and the errors have gone away so far for me on my S8 Note
