How to stop porn?

Does anyone have any good ideas of how to stop porn access on a smartphone? I have a Nexus 4 running lollipop. I've downloaded and use NetNanny which is a good filtering app, but it can be bypassed, so I've also installed AppLock by Domobile, which prevents access to other apps or the settings and to download new apps. This has worked fairly well, but there are two problems. First, is the new multiple users option on the phone and the second is the ability to restart the phone in safe mode. Does anyone know of any settings or apps that can prevent the ability to switch to a guest user or to restart the phone in safe mode?

In the UK, all the network providers - so far as I'm aware - use adult content filters which block access to sites such as those you mention. They can be removed if wished, following proof of age, but equally they can be left in place if the user prefers. I don't know what country you are in, but perhaps your network or carrier could help with something similar? It would be of some help at least.

An app can't run until the phone boots - and if it can be booted in safe mode (which it can be), the app won't run, so you're asking for the second thing to happen before the first thing - logically impossible. You can disable safe mode if you rewrite Android - but if you could, you would have, you wouldn't have asked.

Since "porn" can't even be defined to everyone's satisfaction, it can't be blocked to everyone's satisfaction. The carrier can block what they consider "inappropriate", but if you disagree with their decision, can you have them block sites on an individual basis - block this site with pictuers of nudes, but not that one?

^^^I agree it's far from perfect, but I believe they do it here so that they cannot be accused of facilitating access to adult sites by minors. What constitutes 'adult sites' I suppose they judge for themselves, though there are probably also legal guidelines.

I agree with Rukbat. The definition of porn is completely subjective, and for some people even a news program reporting the carnival in Río, can be considered porn!! So trying to avoid that "accidentally" you end up watching porn in your phone can be tricky.

If the OP is trying to stop other people (children?) accessing to porn pages from his phone, then I agree with Rukbat again. You can make that process a bit more difficult, but there'll be always a workaround. And if someone goes through all that effort in other people phone, well ... there're easiest ways to watch "porn" all around.
