How to switch charging to File transfer On One Plus 9?

I can not find how to change charging by USB cable to File Transfer when plugged into a computer. I saw the option once (a pop up) but I can not get that pop up or find that option anymore. HELP!!!

While plug in charging pull your notifications panel down and should see options for USB tap and the option your looking for should be there

Hmmm. When I pull down from the middle of screen, I get the systems menu. How do i pull down the notifications panel, please?
