They really hid it very well this time on Oreo. If you try saying "OK Google" right now, it will pop up and open. To me, this is a battery killer and invasion of privacy.. made difficult to turn off because Google wants to spy on you.
Here's how to turn it off on the V40 (Google Assistant will still work, it just won't open when you say OK Google and be on standby.. there's already a button for it):
Go to settings > general > google > search, assistant, & voice > voice > voice match
