How to "turn on s-pen" after reinstall

I used to be able to just hold my spen button down and circle an image on screen and it would automatically go to my clipboard. How do I get this working again? Now it just does nothing after I circle it.

First you have to get the Air Command menu then you tap the image clip icon and then you draw a circle around what you want to save.
