1) a thread is a discussion on a specific topic.

2a) Find the relevant forum you would like to contribute to and click "post new thread" for example, this link takes you to the Nexus 5X fourms - one of the first buttons available on the left is "post new thread" Nexus 5X - Android Forums at AndroidCentral.com
