HTC 10 updated apps without permission, now homescreen is gone and blinkfeed is back

[Android Central Question]

Phone has been updating apps without permission (all update permissions off, not a Samsung device, not rooted). Blinkfeed is operating again, all the apps are off my homescreen and I cannot put them back on. WTF?
