Htc Desire Eye flickering screen and green dots?

This occours once a day at any random point and my screen just flickers on the bottom with a bunch of green dots running up and down the screen. I just received the phone brand new from Amazon and have not jail broken it. Any suggestions? This is really starting to bother me.

Welcome to Android Central! Are you sure it was brand new, and not refurbished? It sounds defective--contact Amazon for a replacement or refund.
