HTC One (M8)Lost setting/settings stopped working

So I have had my HTC One M8 for about a week and in my free time I was installing all my apps I had purchased previously. I don't know exactly when this happened but all of the sudden there was no longer a settings icon and when I tried to access the settings from the quick toggles nothing happens. I even tried downloading an app for settings and every time you try and open it the program stops working. I can't restore my phone or turn of fastboot because I cannot access setting. Any help would be greatly appreciated. Thanks
