htc one mini wont turn on but still charges

i have an htc one mini thatfell into the sink of water i imedently turned it off and put into rice... after i tried to turn it back on and wouldnt trun on... altho as i plug into the charger on screen will still indacate charging in process 100% full... had another one same situation but, instead of turning phone off right away i kept it on and still works till this day can someone help me in sovling the first phones issue maybe a hack into phone's inter hard ware oh yeah and hard reset doesnt work... please help
