Huawei Ascend restarting

So i was having "obtainimg ip adress" problem when i tried to connect to my house wifi i tried changing the app to static, it would say connected but there was no internet connection... Now i decided to do a factory reset, i did press button to reset it a huawei logo appeared and just stood there for 30 minutes then i took the battery out and put it back in and now when i turn on the phone the huawei logo apoears then after 10 seconds or so it vibrates goes black and logo appears again and so on... I guess it is trying to restart. This forum is my last hope...
