Huawei P8 lite Vodacom dual sim fix?

This phone is said to be a dual sim but looks like Vodacom disabled the dual sim function.
Huawei stopped issuing bootloader unlock codes, will I be able to flash another Firmware on to it with the bootloader still locked?
I there a way out to get the dual sim function working?

I don't know about the dual SIM functioning (that shouldn't be played with by the carrier), but without unlocking the bootloader, you're not going to be able to flash ROMs (and many carriers do disable the ability to unlock the booloader).
