I am not able to enable my mobile data option for preferred SIM.

When I was trying to select Mobile Data, it is showing "Data Subscription change in-progress" but nothing is happening after that. I have cleared cache many times but not found luck in that as well. Please provide feasible solution.

Welcome to the forums. What device do you have? Are you able to make and receive calls with both SIMs cards? Is any of the SIMs able to connect to mobile data?
