i cannot see to set the debugging setting to get my contacts off my galaxy s4 to onto my pc

how can i retrieve my contact off of my galaxy s4 with the screen being out.

When you connect the phone to the PC, you'll have to change the USB connection mode to MPT. Since you can't see, you're not going to be able to know where to push on your screen to change the mode.

Take your phone to your carrier and have them see if they can access your phone and transfer your contacts to either the SD card or a USB flash drive. They can probably do it with one of their machines. Give them a call.
