I can't get pass Setup Wizard due to "Google Play services has stopped".

[Android Central Question]

I own a Samsung J1 2016. I did factory reset and after I turned on my phone it went to setup wizard. I can only access up to Terms and Conditions, afterwards it will show "finding info" and a window saying "Google Play services has stopped" appears". It redirects me back to Terms and Conditions and repeat, help.
