I did a factory reset on my Nexus 7 (2012) and now can't access Google, what should I do?

I did a factory reset on my Nexus 7 (2012) and now can't access Google

The device wants me to update Google Play services, but wont' do it. It just hangs. Android Version 5.1.1

It's slow as molasses updating apps on the 2012 then that pops up
After the 5.1.1 update I had the same trouble updating play services - I just kept working at it till it took. Can't remember exactly what I did but wasn't anything out of the ordinary so there is hope.
