I downloaded S Note from XDA to my new Note 9, but it stops. Can you help please?

I don't get to use any of the functions. The S Pen doesn't make any mark whatsoever.

Contact the developer on XDA. 99% of apps released on XDA have not undergone extensive testing, and the developer would love to get a bug report. Once the problem is fixed, he'll (almost always a guy) post a new version, and it will work on the Note 9. (Or he'll tell you that it won't work with the Note 9 because of [whatever].)

Is the version on the Galaxy App store inferior?

Reset the S-Pen. Determine it's software and not hardware before side loading another. Did you try uninstall Samsung's?
