Question Tablet advice for note taking

I'm looking for advice about a tablet to buy. I'd like it to be in the 8-9 inch range and be reasonablly priced with good battery life. Cell service is not needed. I will be using it primary to take notes on so I'd like one that will work with a fine tip stylus, will run a good note taking app that converts handwriting to text, can annotate over images and pdfs, and that also syncs to and can be used on a non-samsung computer or laptop. I've seen that some Samsung tablets can't use the s pen and that Samsung notes doesn't work on non-samsung computers. I also saw that Microsoft one note won't convert handwriting to text on an android tablet. Any help would be appreciated! Thank you!

Samsung tab I would lean more as it comes with Spen and its excellent for what you need it for

Welcome to Android Central! The Pixel Tablet is also an excellent choice (it works with USI 2.0 pens), but it's an 11" screen, so possibly too big for you.
