I dropped my galaxy s6 in water (very briefly). The screen is black, and there's a solid blue light. After I pulled it out of the water, I tried drying it off with a blow dryer. I then took off the casing, and I tried drying it off again. I pressed the power button, and the screen flickered. Then it went dark, and the blue light came on.

I fear you may be too late to save it. In any case, never, ever turn on any electronic device if it gets wet! That's the best way to kill it! Make sure it's off, put it in rice for a couple of days but be prepared for it to die eventually.
A repair shop may take it apart and dry it properly but the odds aren't in your favour..
