I forgot my phone's password. Can I remove the lock without losing the data on the phone?

I have a Galaxy S3 SCH-1535PP currently running 4.4, and I have looked online for solutions, but none of them are working. I do not have a google account hooked up to the phone. Am I just SOL?

Welcome to Android Central! It's unusual not to have a Google account linked to the phone. How about a Samsung account? You might be able to use Find My Mobile to reset your password, but I'm not sure: https://findmymobile.samsung.com/login.do

OP here. Thanks for the suggestion, but it comes up with "error: 404" message each time.

That link is giving you a 404 on your computer browser? It's fine on mine. Do a Google search for "Samsung Find My Mobile."

For some weird reason, my phone doesn't show up under "Registered Devices". Is there any procedure I could use with any programs. I do not have root access, but I do have on USB Debugging.

Presumably, you never signed the phone into your Samsung account (or set up a Samsung account). Are you absolutely certain you never associated a Google account with the phone? That's the only way I can think of to try to get into the phone.
