I got an error message, but why?

I was getting a message like "You haven't accessed the Google Play Store app (the white shopping bag icon) on your device with this email account." when want to try install an app. I tried with my another email but it doesn't work. Please tell me what's wrong with me? Please check the screenshot to get a clear view.
