I have a battery problem that maybe isn't a battery problem but the phone not charging the battery.

I used to be able to use my phone while charging and it would charge slower but still charge. Now I can't do that. Thought it was the battery so I bought a new one. But the problem still exists. I am thinking that it might be something like the problem a car has with an alternator. Is it possible that the phone isn't passing on the charge correctly?

It could be a bad lead or USB port, among other possibilities.
