I have a Lg Phoenix 4 and I do not have a battery

I'm trying to figure out if I can get my phone to come on without a battery I charge in straight to the charging box and straight to the prongs where the battery is inserted it will come on and get all the way to the screen word it says AT&T after the LG screen and then it cuts off every time will this be possible to happen what should I do

The "charger" doesn't supply enough current to run the phone, just to charge the battery. (Which tends to indicate that there's something wrong with the phone.)
