I have a question about a notice appearing on my screen

I have a Nokia 3.1 phone running Android 8.1. This notice keeps appearing on my screen:

System update paused
To continue, connect to Wi-Fi

Is this a legitimate notice? And if so, why do I need to connect to Wi-Fi?

Not sure, this is what comes up when I tap on the notice:

This looks like a legit system update. These updates are often quite large, so the phone only downloads via Wi-Fi to avoid blowing any mobile data caps out of the water.

As it turned out, it was legit. It upgraded my phone to Android 9.

I now have Pie !
