Ok so I need to use this app called panda touch go that basically gives support to use my samsung keyboard cover to function for key mapping for some android games I'm playing.

Thing is it requires usb and wireless debugging enabled inorder to use it which requires the developer options to be left on.

For some reason if I turn it off these settings don't get saved and are turned off as well. If I cant get the developer options removed from the settings screen without resetting the two changes i made, is it bad to leave the developers options on in the long run?

I think some apps that deal with sensitive info (like banking apps) might not work if Developer Options are on, so just be aware of that.
like @rvbfan mentioned above, I pass my phone around like a manhole cover, so I'm safe there. I've had Developer Options on perpetually since my S8Active and I've never experienced any issues with any of the financial/banking apps I used, fwiw.

Developer Options is perfectly safe.

USB and Network debugging less so. USB is getting safer since it defaults to charging now when you plug a USB cable in (at least on Samsung). Network debugging is risky.
