I have had this message pop up on my screen what does it mean? is there a Problem?

This message has been popping up on my screen while I surf the net, check email and even on the home screen and yesterday it popped up twice during netflix. some times it comes up multiple times in a row. And I can't use the phone while its on screen. Its frustrating I tried a factory reset a while back but it came back this week and nothing is different. What does this message mean? what is the phone doing? is there a problem with the phone?

Some app is trying to run in the background forcing this message to come up. I wish I had some insight as to which app, but if you freeze or uninstall it you should be good to go!
 
It probably came back this week because you reinstalled whatever app was causing the problem before.
You can try booting into Recovery mode and clearing the cache. Also look at the apps you've installed recently.
You can try Wakelock Detector: http://market.android.com/details?id=com.uzumapps.wakelockdetector to see if anything shows up to indicate what might be causing the problem. Or long-press the Home button and choose Task manager -> Active applications.

I've seen it before too. Though it only prevented me from using my phone for a couple seconds but didn't pop up frequently. I think it was Backup Assistant. Apologies for not having the exact answer but I hope this will point you to the right direction.
