I keep getting 'system or network error, try again later' when doing a software update.

I have read and did several of the fix-it ideas but still will not update. I cleared cache and data under settings>apps>drive. I have also cleared cache after restarting my phone volume up, bixby and power button. I have a galaxy 9s plus.

1. If the phone has been rooted, or if you're using a custom ROM or kernel, the phone can't be updated. (Well ... it can - but that's a great way to hard brick a phone.)

2. The sever could just be overloaded if you're trying to do an update right after it came out. Especially if you're trying to do it manually (Settings -> ... Update)
