Are you running 1.22.651.3 with s-off? I have the new OTA, but I am rooted but I can't achieve s-off to get the rom I want
Well, I was fully rooted with s-off prior to the OTA. I forgot to clear out my app cache for Wallet prior to rooting, so I decided to RUU back to stock to try to recover Wallet/NFC. Once back to stock, the OTA came out and I decided to go for it. Now I'm on 1.22.651.3 with s-off but no way to root! Would love to root again and load TWPR back up, but the only way to solve the problems I am having with my E4GLTE is to load a ROM without Sense. Multitasking is completely broken when Sense is running and hogging up all the available RAM! This is a major design flaw on HTC's part and the only solution is to load a ROM without Sense. It doesn't seem like there are any Sense-less ROMs at this time that are fully functional, so nothing else is really appealing to me. I would like to root so that I can do a full backup, but it doesn't seem like there are any root options for me since I took the OTA.
Can you do the 1.13 RUU and then run regawMOD to get root back? Or are you not allowed to downgrade once you've taken the OTA?

Thing 1: ALWAYS clear Google Wallet before flashing ANYTHING. You can always set it up again, and you won't brick the secure part of NFC if you reset Wallet.
Thing 2: I
rooted and
HTC-unlocked before the 1.22.651.3 OTA came out. Then I flashed some ROM's that were based on 1.22.651.3 (ViperROM, MeanROM, and CleanROM, if I remember right). I think I had to flash newer radios somewhere along the way, too. Then I decided I wanted S-off to test the CM 10 build. Looking at
the thread on XDA, I discovered that I needed to go back to the pre-OTA 1.13.651.1. They suggest flashing
Fresh LTE 5.1.1 by flipz, which hasn't been updated to the newer HTC software. I did that, but I'm waiting to unlock a la LazyPanda (S-off) till I get my new computer. This one is slow and very short on storage space.
Thing 3: The advantage of S-off, I believe, is that you can change the version of Android. Some ROM's are 4.0.4 or, like CM 10, 4.1.1, while a stock or HTC-unlocked EVO is stuck on 4.0.3.
Thing 4: Of the 4 ROM's I've tried, I actually like Fresh the best. CleanROM is really fast and has a lot of "bloatware" removed, but that includes HTC's Mail app (I couldn't get the Email app to work with MS Exchange), the Twitter integration in the People app and other core apps, and Swype. Yes, the dev removed Swype! No idea why. ViperROM and MeanROM seemed choppy, laggy, and slow to me. Since I liked the AOSP-based Apex Launcher that came with CleanROM (DE, I might add), I've installed it on top of Fresh. I should add, though, that I've been having issues with my EVO dropping the Wifi signal. I think it started with CleanROM and continued with Fresh. Hopefully CM (9 or 10) or an updated Fresh will fix this.
Thanks for reading my novel, and I hope this helps.
