I want to NOT be notified of 1 contacts texts or calls

I want to NOT be notified of 1 contacts texts or calls. There is one person for whom I DO want to receive their texts and phone calls, I just don't want any ringtone or audible notification. I want to only see that this one person has called or texted when I check. Is that possible?

You want to probably use Blocking Mode, enable it, and then add the person you DO want notifications from to its Allow list.
