i537 screen none respoonsive

I have an i537 that i got today.it turns on , and i cant get pass the first setup screen ( select language ) the screen is on but if i touch it nothing happens. its as if im not touching it at all. the buttons all work .i can get in dwn load mode and stock rec. try rest nothing.took apart to check ribbons everthing is connected. if i want to turn off i have to pull batt.its got 4.4.2 nc9 rom on it , check in kies dont know what else to do. can software do it or does it have bad digitizer HELP BEEN WORKING ON IT 6 HRS
