ICS Background Data

So i manually updated to ICS awhile ago and I have Background Data disabled but I'm still receiving notifications for email, facebook, app updates, and etc. I checked my running apps and for some reason all these apps are running as if Background is Enabled . Can someone please help me out with this?

Did you do a factory reset
