I think Carrier Hub is primarily a Sprint/T-Mobile app -- are you on one of those carriers?

MCM means Mobile Content Management. It's probably something the carrier uses to manage any carrier-installed apps that are either necessary for the network, or apps that they might install from a promotional standpoint.
