If a Nexus 5 is stuck at Google Screen, can it always be fixed?

I'm about to get a phone off ebay but it's stuck at the Google screen whenever it boots up. I wanted to make sure that this issue is able to be fixed 100% of the time to get the phone working. If it is, Im fine and I can read up on how to do it.

Hi and welcome to Android Central. I would not recommend getting a used phone that has problems already. I'd suggest looking for another one that is in proper working condition.
