It sounds like you got this tablet from someone else. If that's the case, work with them to enter their info if possible, then make sure they are signed out after setup. If this was your own tablet bought brand new, that lock shouldn't be there unless it was your own account info.

Factory reset protection is Security feature, and there is no bypassing it.
