For a start I'd get no root firewall this will allow you block an app, one at a time, it also helps protect you on public wifi connections. It's pretty simple one column for wifi one for data, entering a tick to allow and a cross for disallow (keep tapping the boxes), anything asking for access without a tick or a cross will be queried with you. You can also use a tool like ccleaner which has a built in app uninstaller. I'm wondering if it's worth you getting some antiviral protection though, it's seems rather dodgy that apps are turning these settings on all by themselves, it's worth scanning your phone. Avast and avira are pretty good plus they have a anti theft feature which allows pairing with your pc, to perform remote data wipes and take a snap of anyone trying to unlock your phone as well as GPS tracking. All of these are free on Google play. Fyi, certain system apps are uninstallable without rooting, but I'm assuming the troublesome ones are ones you download. There is a bit of a complex procedure without rooting but it depends on the phone and your version of Android, can't remember whether your carrier would affect it as I I didn't end up needing it.
