Alright so my brother inlaw bought a used Dinc off of ebay...it woulnt connect to the 3G etwork he took it into VZW and they said that bassically the software in his phone isnt letting him connect to 3G ive NEVER HEARD OF THIS HAPPENING BEFORE and min you his reguar signal bars are showing up and stuff

Nope it isnt rooted he just got it
and nope they couldnt help him they basicaly just said u got ripped off return it...Im not sure if its possible for the software to mess up the 3G connection or if that guy had no idea what he was talking about

I suppose it could be a hardware problem. If getting your money back is not an option, he could try rooting it and loading a different rom, or the stock froyo rom again.

what version of radio do you have?
Go to Settings > About phone > Software information > Baseband version
Ok so here is a zip of the same radio version you have there, hopefully this will overwrite any thing that may have been corrupted.. I have a Fascinate and its very easy for me to do this using something called Odin,,, but i have no idea how to do it on a Incredible. I think you will need Unrevoked forever. But since I can not help you on how to load it up, i would refer to the following people.

If the device is defective... I don't see how rooting would help. However, I guess it won't hurt to try.

Rooting is not the goal, the goal is to try and flash the radio software again hopefully that will fix it , since he bought it online he doesnt have a warranty so eliminating the possiblility of it being a software issue would be first and then last resort would be taking it somewhere to have the hardware looked at.
I had a similar issue with my droid x. It was still under warranty so they just sent a replacement. Hopefully flashing the radio zip will work for you. At least it would confirm if it is a hardware issue. Good luck!
thats the thing i have no idea how to flash the new radio im certain its not like flashing a new ROM
