Yes- the phone has standalone GPS. But, for example, if you're using Google Nav, you need to download your route via WiFi before you leave the house or wherever. GMaps will show you your current position, but it can't get directions or nav without a data signal.
Check the apps forum as well, because I believe there are GPS apps in the market that will pre-download GPS maps to your device so you can use the Nav in areas without coverage.
That should solve your problem without having to stop and find a hotspot every time you need to program a route.
