Internet radio not working on cellular data

[Android Central Question]

My sister's new phone won't play internet radio. She tried multiple internet radio apps and they all work fine on WiFi then she goes away from WiFi and the phone switches to mobile internet and it still works, even though the playlist freezes, but when she turns off the app and starts it up again internet radio (tunein radio for example) says no data entries in playlist and this happens for all of the internet radio apps on her phone, different error messages but all won't start on cellular internet. I tried optimizing her phone so that the battery doesn't kill the apps and I also allowed those apps to use every possible data there is but it just won't start without the WiFi. As an alternative I tried installing her Vance but that one keeps shutting down as soon as the phone is locked, also did all the optimization and tried everything I could think of to no avail. The phone in question is oukitel wp8 pro, any help would be greatly appreciated. Thank you

Welcome to Android Central! Does she have a mobile data limit on her carrier plan, and if so, has she reached it this month?

It's not her data plan, previously she had Nokia 6 and that one worked normally. She listens to internet radio every day and she always has leftover mobile internet that carries over to the next month so she basically never runs out of data plan, even if she did the carrier she's with notifies her and she can buy a snack (extra internet to get you by) . When she got this new phone she just transferred her SIM card and downloaded everything from the cloud, she tried reinstalling those apps and tried downloading some new internet radio apps but none, literally none of them work on the phone when WiFi is off. I turned on the background data for her and unrestricted data usage but nothing will start on mobile internet.

Does mobile data work for all other apps (i.e., the ones that aren't internet radio apps)?

Yes, her mobile data works for other things, she can browse the internet and play games and use WhatsApp so it's just the internet radio that won't start on WiFi. Once the radio is on over WiFi and she walks out of the house the music keeps playing over mobile data but the playlist doesn't show like it is switching songs, and once she restarts the app it shows no data entries available error.
