Hey, former Pre owner here...

I remember in my heady Pre days there was a way to tell the phone where to connect; I mean that now when I do a speed test it places me in Kansas even though I'm on Cali. This setting supposedly sped up the process by allowing my to resolve to an IP address in San Jose, much closer to my home.

Any idea if this can/should be done on the Evo?

Yeah but I can't get any closer than Colorado...and more than testing I am trying to see if I can reduce latency by getting a node closer to CA...
 
The Pre had no such option, as doing so on 3G would always result in you appearing where Sprint's network headquarters is, not anywhere near you.

What it did have, and Android also has, is cell tower triangulation. It does do this, it's just flakey sometimes.
