Irritating "feature" I can't get rid of...

Not sure when or how I received this new, irritating, "feature", but I now get a zoomed in screen with a blue border every time a double tab my screen. How the heck do I turn this off?

this is how its fixed settings-->accessibility-->magnification gesture-->off
