Is it just manufacturers fault or android?

This is getting redicelus with the notification issues everything from banking apps to chat apps have issues where notifications isn't getting received and I see allot of people that have issues with notifications not getting received until you go into the app, so is it the manufacturers android mod that making android all crazy or is it some fundemental issue with android how it was built?

I'll offer a 3rd option, it's the app. If the app isn't updated to support the latest version of Android you could end up with undesired side-effects. The big thing would be battery management.

Try disabling doze with the device idle adb command:
