is it possible to be tracked via gps by a 'regular' person?

i was speaking to a friend and she told me that she thinks her ex-bf is able to determine her location via his epic 4g....she has an evo...is this possible? he is not very technically inclined and we know the government as well as the 'authorities' can track via gps, however, is it possible for a 'lay person' do it? if so, how can she disable the gps so that this will no longer be possible?
 
Facebook posts also like to put "Near such and such city" on mobile posts.
If you're concerned about apps having been installed, do a factory reset, and change your google passwords. Like mentioned above, remove the ex from latitude or completely disable it. Even the feds don't get true GPS info, but they can triangulate based on the nearest cell towers your phone is linked to, and the signal strength. It's good to about 50m in areas with dense tower locations, where gps will get you to less than 3ft of your true location.
